Allocation of funding/approved projects for Bitou Municipality-Department of Environmental Affairs

Municipal Notice No. 214/2020

Notice is hereby given that the Bitou Municipality (Department Community Services) has applied, in 2018, to the Department of Environmental Affairs: Environmental Protection and Infrastructure Programme (EPIP) for funding for the years 2018/19–2020/21 MTEF. This application was successful and the following amounts were approved operational as well as capital projects:

  • Capital Projects;              R 10,000,000
  • Operational purposes;     R 12, 000,000 (To be shared between Bitou and Mosselbay Municipalities).

 In terms of the Capital projects, Makheta Development Consultants (Pty) Ltd were appointed by the Department of Environment Forestry and Fisheries (DEFF) to serve as Principle Agent to oversee the project and construction management, inclusive of Design, execution and closeout of the Bitou Coastal Infrastructure upgrade project. Makhetha appointed CES (Pty) Ltd as The Independent Environmental Assessment Practitioner to undertake the assessment of the Environmental compliance Requirements relating to these projects. The report provides a baseline Environmental Assessment with respect to the proposed beach infrastructure upgrades within the Bitou Municipality. An Environmental Management Programme specifying how the works are to occur forms part of the report.

The scope of work covered the following

  • Robberg Beach End Ablution block, carpark and access road paving.
  • Wheelchair ramp on the Sanctuary beach access boardwalk.
  • Upgrading and landscaping of Central beach carpark gardens.
  • Lifeguard towers at Hobie beach and Robberg beach End.
  • Upgrade of boardwalks at Central beach- from Hobie Beach to Central beach carpark.
  • Upgrade of the boardwalk at Singing Kettle Beach (Keurboomstrand).
  • Lookout beach trail;-linking the carpark with Lookout point.

A Visual Assessment report was completed on 12 February 2020, followed by a scope report dated 28 February 2020.

In terms of the initial milestone schedule, the tender would have been awarded by early October 2020, with the contractor being on site by the end of October 2020. These dates might now move forward due to the COVID-19 Pandemic and delay in the processes.

The upgrading and landscaping of the Central beach carpark gardens is of high priority and we trust that we will be able to commence with this project prior to the season. We will keep the public informed as the project progresses.
