AUDIT COMMITTEE

NOTICE NO: 69/2018

Applications are hereby invited for persons with suitable skills to serve as members of the Bitou Municipality's audit and audit performance committee in terms of Section 166 of the Municipal Finance Management Act, 2003. This committee will also serve as the Audit Performance Management Committee and other functions might be allocated to the committee.

Council invites suitably qualified persons to submit their CVs and motivation for their appointment to the Audit Committee for the period from July 2018 to 30 June 2021.

COMPETENCIES:
The members of the committee should at least have the following competencies:

  • Leadership and communication skills
  • Ability to lead and participate in the discussions
  • Understanding of the committee position in the governance structure
  • Ability and capability to conduct the Audit Committee affairs efficiently and effectively

Sound knowledge of issues affecting Local Government, expertise/skills and experience in the following fields will have an added advantage:

  • ICT Governance
  • Financial and Management Accounting
  • Human Resource Management
  • Legal
  • Projects Management
  • Corporate governance
  • Knowledge of Municipal Legislation
  • Internal financial control and internal audits;
  • Risk management;
  • Accounting policies;
  • The adequacy, reliability and accuracy of financial reporting and information;
  • Performance management;
  • Effective governance;
  • Performance evaluation

DUTIES:

  • Advise the Municipal Council, the political office-bearers, the accounting officer and management staff of the municipality.
  • Review the Annual Financial Statements to provide the Council of the municipality, with an authoritative and credible view of the financial position of the municipal entity, its efficiency and effectiveness and its overall level of compliance with applicable legislation.
  • Respond to the Council on any issues raised by the Auditor-General,
  • Report to Council quarterly
  • Perform duties as required by section 166 of the Local Government Municipal Finance Management Act of 2003.

Any other duties that may be assigned by the Council as may be outlined in the Audit Committee Charter

TERMS OF OFFICE AND REMUNERATION:

Council will appoint the Committee for a fixed term period of three years. The compensation of the members of the Committee will be subject to tariffs determined by the minister of Finance through the Treasury Regulations 20.2.2.

Applicants from Plettenberg Bay are encouraged to apply and preference will be given to applicants residing in the close proximity of the Municipality. Applicants must be able to commit time and energy in fulfilling their functions as Audit Committee members.

Interested individuals are to submit their applications accompanied by a CV that is five pages or less and covering letter. Certified copies of your highest qualifications must accompany your application.

Application must be submitted to the Municipal Manager at the main municipal building, Sewell Street, Plettenberg Bay or posted to the same at Private Bag X1002, Plettenberg Bay, 6600.
