IMPLEMENTATION OF BITOU MUNICIPALITY RIVER BY-LAW

Notice is hereby given that the Bitou Municipality River By-law has been approved by Council and is being officially gazetted.

The By-law serves to ensure that the use of the rivers is managed properly and that the boating activities are allowed in accordance to certain rules. The By-law merely serves to ensure that all river users are able to use the river in a safe environment and that certain rules are set in order to manage the use of the rivers. Note should be taken that Council has entered into an agreement with Cape Nature to assist in performing certain duties, while Council’s law enforcement officers will accompany Cape Nature. The by-law is a much needed instrument to manage the rivers in the area. Due to the involvement of Cape Nature in this and their current role above the N2 White Bridge, it is deemed practical to use the Cape Nature permitting system i.e. at the launch site and their offices, as well as their present permitting tariffs. Likewise, the river use zones shown on the permit documentation will be retained such speed limits, waterski area etc.

In terms of Section 5 of the By-law, the Municipal Manager hereby confirms the following determination:

1. That the current vessel licence application fees (Permit) as implemented by Cape Nature will be used for permitting purposes, being as follows:

2. That the river use zones as currently implemented by Cape Nature will serve as use areas for the section below the N2 White Bridge. This part of the Keurbooms and Bitou rivers is earmarked for speeds limited to 10 km/h with no skiing or aquaplaning. The Cape Nature information brochure and map can be viewed on the municipal website (www.bitou.gov.za) under Key Documents / Strategic Services.
