The public is herewith notified, in terms of the provision of Section 46 (3) (a) (i) of the Municipal Finance Management Act, Act 56 of 2003, of a Council Meeting of the Bitou Local Municipality held on Tuesday, 31 March 2026 at 09:00 in the Municipal Council Chamber in Plettenberg Bay, to give consideration to the raising of a long-term loan to give effect to the 2025/2026 capital budget as approved by Council on 30 May 2025.
It is the intention of the Bitou Local Municipality to finance the capital projects as per attached information statement, which sets out particulars, including the amount of the proposed debt and the purposes for which the debt is to be incurred. No security is to be provided for the loan.
The loan will be repaid bi-annually over a maximum period of 10 years at an estimated interest rate of 11.00% and a repayment of R 5,783,368.03 (bi-annual). The total interest charges over the loan period will amount to R46,553,900.58. The public is herewith invited to submit written comments or representations to Council in respect of the proposed debt, which written comments or representations must be submitted to the office of then Municipal Manager by no later than Friday, the 24th of April 2026 at 12:00.

Die Publiek word hiermee ingevolge artikel 46 (3) (a) (i) van die Wet op Munisipale Finansiële Bestuur, Wet 56 van 2003, in kennis gestel van 'n Raadsvergadering van die Bitou Plaaslike Munisipaliteit wat op Donderdag, 31 Maart 2026 om 09:00 in die Munisipale Raadsaal in Plettenbergbaai gehou is. Die doel van die vergadering is om die verhoging van 'n langtermynlening te oorweeg om die 2025/2026 kapitaalbegroting, soos goedgekeur deur die Raad op 30 Mei 2025, te finansier.
Die Bitou Plaaslike Munisipaliteit beoog om die kapitaalprojekte te finansier volgens die aangehegte inligtingstaat, wat besonderhede insluit oor die bedrag van die voorgestelde skuld en die doeleindes waarvoor die skuld aangegaan gaan word.
Geen sekuriteit sal vir die lening verskaf word nie. Die lening sal twee keer per jaar oor 'n maksimum tydperk van 10 jaar terugbetaal word teen 'n geraamde rentekoers van 11.00%, met 'n geskatte terugbetaling van
R5,783,368.03 (halfjaarliks). Die totale rentekoste oor die leningstydperk sal R46,553,900.58 beloop. Die publiek word uitgenooi om skriftelike kommentaar of vertoë aan die Raad in te dien ten opsigte van die voorgestelde skuld. Hierdie skriftelike kommentaar of vertoë moet nie later as Vrydag, 24 April 2026 voor 12:00 by die kantoor van die Munisipale Bestuurder ingedien word nie.
