LOCAL GOVERNMENT NOTICE: INTENTION TO CONSIDER ACCEPTING AN UNSOLICITED BID IN TERMS OF SECTION 113 OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT, (ACT 56 OF 2003) FROM INCA CAPACITY BUILDING FUND FOR THE PREPARATION OF A LONG-TERM FINANCIAL PLAN
Notice is hereby given in terms of Section 113 of the Local Government: Municipal Finance Management Act, No. 56 of 2003, read with paragraph 37 of the Municipal Supply Chain Management policy that Bitou municipality intends to consider an unsolicited bid received from INCA Capacity building fund:
The unsolicited bid will impose financial obligations on the Municipality for the 2022/2023 financial year (year of compilation) as well as the concurrent two financial years (2 years of updating).
Notice is further given in accordance with Sections 21 and 21A of the Local Government Municipal Systems Act, (Act 32 of 2000), inviting the local community and other interested persons to submit comments or representations to the Municipality in respect of the proposed consideration of the unsolicited bid. Such comments or representations must be received via electronic mail or delivered at the physical address hereunder or mailed to the mailing address provided hereunder within 30 days. Submissions must be clearly marked, with the words “Comment on the consideration of an unsolicited bid for the drafting of a Long Term Financial Plan”.
Copies of the information statement summarizing the rationale, financial and other benefits associated with the intended unsolicited bid are available for inspection at Bitou head office in Plettenberg Bay and on the municipal website, by clicking on the following link: INCA Unsolicited bid Information statement

“Clearing of Central and Hobie beaches on Sunday, 1 January 2023”
There is a video being shared on social media showing Municipal Law Enforcement officers asking a group to remove their gazebo at Central Beach.
After the tragic drowning at the lagoon picnic area at the bottom of Odlands Street many people that had been illegally drinking in this area started moving to Central Beach.
There were concerns that because lifeguards were going off duty that there was an increased risk of drownings if there were drunk revellers on the beach with no lifeguards on duty.
A decision was made by MLE, as an urgent measure to protect people’s lives and prevent further tragedies, to close both Central and Hobie beach to ALL beachgoers once the lifeguards were off duty.
This would then allow MLE officers to give their full attention to the volatile situation that had developed at the picnic area.
The MLE officers were in the process of advising people on the beach to vacate the beaches when the incident in the video occurred. As can be seen in the video, the MLE officers were calm and controlled during this incident.
Our beaches are public property and available to all residents and visitors to Bitou, however, sometimes, in the interest of safety, it may be necessary to institute controls such as was done on Sunday, 1 January 2023

“Opruiming van Sentraal- en Hobie-strande op Sondag, 1 Januarie 2023”
Daar is 'n video wat op sosiale media gedeel word wat wys hoe munisipale wetstoepassingsbeamptes 'n groep vra om hul gazebo by Central Beach te verwyder.
Na die tragiese verdrinking by die strandmeer-piekniekarea aan die onderkant van Odlandsstraat het baie mense wat onwettig in hierdie area gedrink het, na Sentraalstrand begin trek.
Daar was kommer dat omdat lewensredders van diens af gaan, daar 'n verhoogde risiko van verdrinkings was as daar dronk feesvierders op die strand was met geen lewensredders aan diens nie.
'n Besluit is deur MLE geneem, as 'n dringende maatreël om mense se lewens te beskerm en verdere tragedies te voorkom, om beide Sentraal- en Hobiestrand vir ALLE strandgangers te sluit sodra die lewensredders van diens af is.
Dit sal dan MLE-beamptes in staat stel om hul volle aandag te gee aan die wisselvallige situasie wat by die piekniekarea ontwikkel het. Die MLE-beamptes was besig om mense op die strand aan te beveel om die strande te ontruim toe die voorval in die video plaasgevind het. Soos in die video gesien kan word, was die MLE-beamptes kalm en beheers tydens hierdie voorval.
Ons strande is publieke eiendom en beskikbaar vir alle inwoners en besoekers aan Bitou, maar dit mag soms, ter wille van veiligheid, nodig wees om beheermaatreëls in te stel soos op Sondag, 1 Januarie 2023 gedoen is.
