QUALIFICATIONS AND EXPERIENCE: An appropriate B Degree in Communication/Public Relations or relevant equivalent NQF 7 ● Relevant 3 years’ experience at middle management level within a Local Government environment
ADDED ADVANTAGE● Compliance with the Municipal Regulations on Minimum Competency levels for Senior Managers – Gazette No. 29967 of 15 June 2007
REQUIREMENTS AND SKILLS: ●Valid Code B Drivers’ license with reliable transport ● Computer literacy ● Proficiency in at least 2 of the official languages of the Western Cape ● Good management, interpersonal and communication skills ● Analytical skills ● Excellent reporting writing skills ● High level of responsibility ● Ability to give attention to detail ●Good understanding of risk and performance management ● Excellent presentation and project management skills● Work after normal working hours, during emergencies and planned overtime
FUNCTIONS & RESPONSIBILITIES: ● Under limited supervision, this position is responsible for providing strategic guidance and oversight to a centralized team of media, communications and professionals ● Create and administer the Municipality’s communication plan to promote Municipal initiatives, foster a culture of engagement, maximize communications resources, ensuring a unified municipal message ● To render comprehensive communication / IGR service to promote and build sound relationships between the municipality and all stakeholders, to promote and manage the corporate image and coordinate customer care/call centre services ● Provide media relations service: i) Coordinate, scrutinize and arrange media statements, briefings and conferences ii) Cultivate good media relationships and liaison iii) Manage and coordinate a rapid response media service ● Conduct communications research: i) Implement the municipality's communication strategy, policy and procedures ii) Develop appropriate content and provide advice / copy iii) Analyze communications environment to identify communication opportunities ● Advance corporate communications and marketing: i) Source and write / check content of internal and external copy ii) Website content management iii) Coordinate internal and external communication activities / newsletter iv) Promote marketing and branding opportunities v) Provide support regarding communication events ● Facilitate, mainstream and promote intergovernmental relations (IGR) programmes and projects; guide and co-ordinate IGR and protocol related actions ● Implement and maintain customer care procedures, centralized complaints service and call centre operations ● Provide access control service to specific offices
