REQUIREMENTS/QUALIFICATIONS: ●A relevant tertiary qualification in Town Planning; ●5 years’ relevant experience in a Town Planning environment; ● Computer literacy (MS Office Applications); ● Excellent verbal and written communication skills; ● Must be able to communicate in at least two of the official provincial languages; ● Effective organizing and management skills; ●Good Administrative and Interpretation Skills; ●Must be able to work independently and function under pressure; ●Must be reliable and trustworthy; ●Good Leadership and people skills; ●Must have a valid EB driver’s license.

FUNCTIONS & RESPONSIBILITIES: ●Responsible for and provides a professional specialised consulting/advisory service for the Town Planning Section; ●Controlling, monitor and maintain the legislative/administrative support requirements associated with the functioning of the Land Use Tribunal and Appeals Committee with relation to researching, compiling, interaction and sourcing information required, enabling the Municipality to align or adjust land use development to agreed outcomes and execute and implement the correct procedures in compliance with the Spatial Planning Land Use Management Act (16 of 2013); ●Provides guidelines and information on the establishment and functioning of a Municipal Planning Tribunal to ensure adequate support is made available at a localized level to enable functional implementation and improve the effectiveness of SPLUMA; ●Ensure that all legislative requirements are met for applications to be considered by the Tribunal; ● Ensure that appeals are dealt with according to the terms and conditions as stipulated in relevant legislation; ●Manage and maintain the Municipal Planning Tribunal and Appeal Authority operating procedures in accordance with the provisions of the appropriate Municipal By-Laws; ●Ensure that the functional requirements of the Planning Tribunal and Appeals Authority are met and maintained; ●Ensure in general an effective channel of communications and maintain and promote sound relationships internally and externally with role players; ●Manage and Maintain the Tribunal operating procedures in accordance with the provisions of the appropriate Municipal By-Laws and any standard operating procedures; ●Manage and Maintain an annual schedule and register of meetings for the Tribunal and Appeals Authority; ●Administratively attends to:- Procedural sequences; Arrangements for meetings; preparing an distributing agendas; taking, recording and distributing minutes of meetings; Publication and distributing notices and the execution of decisions taken; ●Responsible for all incoming mail and correspondence regarding the functionality; ●Attend to all electronic, collaborator and telephonic requirements on the functioning of the section; ● Compile and submit report to Council on the operational functionality of the Tribunal and Appeal Authority.
