QUALIFICATIONS: ● Diploma in Human Resources Management (NQF 6) or equivalent ● Compliance in terms of the Financial and Supply Chain Management competency areas in terms of Government Notice R493 as published in Government Gazette no 29967 of 15 June 2007 will be an added advantage ● 10 years human resources management experience of which 5 years must be in local government
REQUIREMENTS: ●Valid Code B Drivers’ License and own transport ● Computer literacy (MS Office applications) ● Proficiency in at least 2 of the 3 official languages of the Western Cape (read, write and speak) ● Good management, human relations, interpersonal and communication skills ● Analytical skills ● High level of responsibility ● Ability to give attention to detail ● Good understanding of risk and performance management ● Excellent presentation and project management skills ● Willingness to work after normal working hours, and during emergencies
FUNCTIONS & RESPONSIBILITIES: ●To render strategic human resources management and support services to the municipality ● Direct and manage key administrative requirements through the implementation of policies, standard operating procedures, systems and controls guiding critical human resource interventions, applications and outcomes ● Manage the budget of the HR branch ● Research, identify, develop and participates in the implementation of strategic and short to long term plans associated with the Human Resources functionality ● Direct, control and monitor the Key Performance Indicators and outcomes of personnel within the branch ● Manage outcomes associated with the formulation and implementation of specific policies, procedures, systems and controls ● Provide strategic statutory advice and support with respect to specific functional areas to internal stakeholders ● Responsible for the management of effective and efficient human resources administration (including managing recruitment, and selection processes), organizational development, job profiles procedures, skills development, training and employment equity ● Render labour relations services and manage labour relations function to ensure compliance with relevant legislation, collective agreements and Council policies ● Manage, co-ordinate and control key dimensions and requirements associated with occupational health and safety and employee wellness in the Municipality ● Manage and control procedures and processes associated with maintaining employment relations ● Render management and line function administrative support services to the branch ●Keep abreast of current trends, legislative changes and developments in the profession
