QUALIFICATIONS AND EXPERIENCE: A Tertiary qualification in Financial Administration or equivalent NQF6 ● 2 years relevant municipal experience.
REQUIREMENTS: Understanding of Policies and Procedures ● At least 2 years use of computers and systems- Microsoft Office Applications and SAMRAS Financial Management System ● Computer literate in MS Office Applications ● Proficiency in at least 2 of the 3 official languages of the Western Cape (read, write & speak) ● Keeping up to date with current SCM & Contract Legislation ● A high level of discipline, responsibility, confidentiality and accuracy are required ● Good communication skills.
FUNCTIONS & RESPONSIBILITIES: Co-ordinates the implementation of functional procedures, systems and controls associated with the key performance areas and result indicators of Contract Management and Administration ● Coordinates the formulation of specific contracts and tender documents and controls contractual obligations ● Executes applications associated with monitoring contracts, the formulation of specific contracts and control over contractual obligations ● Co-ordinates the implementation of functional procedures, systems and controls associated with special contracting arrangements in compliance with the MFMA & SCM Regulations ● Control & Coordinate the support function of the Contract Administration System ● Provide an effective contract administration support service in the contract management unit in order to comply with the provisions of the MFMA ● Maintains relationships with service providers/ vendors and contractors ● Executes applications with respect to establishing the requirements against available resources ● Coordinate and control procedural administrative requirements, record keeping and reporting deadlines associated with the functionality ● Keep abreast of developments, emerging trends and latest technologies in the profession.
