QUALIFICATIONS AND EXPERIENCE: B Comm Degree or equivalent NQF 7● 8 Years relevant experience of which 5 years at managerial level
ADDED ADVANTAGE: Compliance in terms of the Financial and Supply Chain Management competency areas in terms of Government Notice R493 as published in Government Gazette no 29967 of 15 June 2007
REQUIREMENTS AND SKILLS: Valid driver’s license● Computer literate (MS Office Applications) ● Good knowledge and understanding of financial systems in Local Government environment ●. High level of administrative and organisational skills ● Proficiency in at least two (2) of the three(3) official languages of the Western Cape (read, write and speak) ● Good management, human relations, interpersonal and communication skills ● Report writing, presentation and analytical skills ● High level of responsibility and confidentiality ● Ability to give attention to detail ● Ability to work independently and under pressure ●Willingness to work after normal office hours, during emergencies and planned overtime
FUNCTIONS & RESPONSIBILITIES: Manage the strategic key performance and result indicators associated with the Financial Services functionality of Supply Chain and Expenditure management ● Manage the recording, authorisation, and proper execution of policies, systems, procedures and transactions ● Manage, control and render supply change management services to ensure proper systems, policies, procedures and control for demand, acquisitions, logistics, assets and disposal management ● Ensure that the Branch comply with applicable legislation● Analyze, monitor and report on expenditure of the Branch (capital and operational) in accordance financial policies and Supply Chain Management procedural applications ● Develop policies, strategies, procedures and mechanisms necessary for the effective development and functioning of the Branch● Advise the municipality on strategic, targeted and responsive engagement activities ● Develop and maintain stakeholder relationships and strategic partnerships ● Disseminate information and guidance with relation to performance management of the human capital of the Branch ● Disseminates information on outcomes, current developments, problems and constrains regarding the functionality ● Render management and line function administrative support services to the Branch ● Keep abreast of current trends, legislative changes and developments in the profession.
