Public Participation Process

INVITATION TO COMMENT ON DRAFT FEASIBILITY STUDY FOR NEW MUNICIPAL OFFICE ACCOMMODATION.

The Municipality’s objective is to assess the feasibility of the establishment of a single working environment to improve community integration, efficiency and accessibility of services delivered to all its residents.

This notification serves to inform stakeholders of the Feasibility Study and provide them the opportunity to comment as part of the Public Participation Process. A Draft Feasibility Study Report will be available to the public and can be viewed at any one of the following places:

Notice is hereby given that Bitou Municipality has received the following application in terms of Section 15(2)(a), (d) & (e) of the Municipal Land Use Planning Bylaw (2015)

The application is available for inspection at the Municipal Town Planning Office (Monks View, Church Street, Plettenberg Bay) during normal office hours.  Telephonic enquiries in this regard may be directed to the Town Planner, Ms Adél Stander, Bitou Municipality (Tel: 044 501 3321).

BY-LAW RELATING TO THE RULES OF ORDER FOR THE CONDUCT OF MEETINGS OF THE COUNCIL OF BITOU LOCAL MUNICIPALITY
Under the provisions of section 156 of the Constitution of the Republic of South Africa, 1996, the Bitou Local Municipality, enacts as follows: –

Draft: Integrated Waste Management Plan

Introduction

The Bitou Local Municipality (BLM) is required to develop an Integrated Waste Management Plan (IWMP) as per the requirements of the National Environmental Management Waste Act (59 of 2008) as amended (hereafter referred to as the Waste Act). The IWMP must be endorsed by the Department of Environmental Affairs and Development Planning (DEA&DP) and then incorporated into the municipal Integrated Development Plan (IDP).
In terms of the Municipal Systems Act, a municipality must give effect to the provisions of Section 152(1) and 153 of the Constitution and must:

  • Give priority to the basic needs of the local community;
  • Promote the development of the local community; and
  • Ensure that all members of the local community have access to at least the minimum level of available resources and the improvement of standards of quality over time.

GIBB Pty Ltd (hereafter referred to as GIBB) has been appointed for the revision of the Garden Route District Municipality (GRDM) IWMP and the IWMPs for the seven local municipalities in the GRDM, namely:

  • Mossel Bay Local Municipality (MBLM);
  • Bitou Local Municipality (BLM);
  • George Local Municipality (GLM);
  • Hessequa Local Municipality (HLM);
  • Kannaland Local Municipality (KLLM);
  • Knysna Local Municipality (KLM); and
  • Oudtshoorn Local Municipality (OLM).

Draft Bitou Zoning Scheme By-law for public comment

Notice is hereby given in terms of Section 12 of the Local Government: Municipal Systems Act (Act 32 of 2000) and Sections 57(4) & 59 of the By-Law relating to The Rules of Order for the conduct of meetings of the Council of Bitou Local Municipality (2019), that Bitou Municipality has prepared a new Integrated Zoning Scheme By-law in terms of Section 22(1) of the Western Cape Land Use Planning (Act 3 of 2014) and Sections 24(1) & 32(1) of the Spatial Planning and Land Use Management Act (Act 16 of 2013).

The Zoning Scheme includes three components – the By-law (specifying regulations and conditions relating to the use and development of land, including use rights and development parameters), the Register (reflecting previous development approvals/ amendments to the Zoning Scheme), and the Zoning Map (reflecting the zoning of all properties in the municipal area). The By-law will replace all existing Zoning/ Town Planning Schemes in the municipal area.
Property owners are encouraged to check the Zoning Map and Register with respect to their properties, and to report any perceived inaccuracies. If a zoning is contested, proof of the claimed zoning/ approval should be provided.

Full particulars of the proposed By-Law are available for inspection under the “News” section on the Bitou Municipality website at https://www.bitou.gov.za/zoning-by-law, or during office hours at the Bitou Local Municipality, Division: Land Use Management, Office 50, Second Floor, Melville’s Corner, 3 Kloof Street, Plettenberg Bay, 6600. Copies are also available at all public libraries in the municipal area.
